Add comment about binary compatibility of MSVC2017 and MSVC2019

As you do not provide binary packages for MSVC2019 up to now, it should be noted in a prominent place on the downloads section that MSVC2017 and MSVC2019 versions of QT are binary compatible. Moderator JKSH noted that in this thread and pointed me to the Microsoft compatibility information.
