Store all data that the Coin API returns into an SQL database

    Description

      This is not about storing test results (described in QTQAINFRA-4566), but about storing coin info about tasks and workitems, so that we can query them afterwards.

      Steps

      1. Design database schema
      2. Setup PostgreSQL server, create database with tables
      3. Write tool that polls Coin API and populates the database
      4. Run it forever!
      5. Add nice SQL views to the database so that the data is easy to query despite the normalized schema.
