Cherry-pick bot does not handle "408: Server Deadline Exceeded" responses from Gerrit

      After enabling the Gerrit Rest API request timeout to 10000 msec, requests from the cherry-pick bot occasionally fail due to congestion on the gerrit server.

       

      The bot should retry requests which respond with HTTP status code "408". This should be safe, as only server or client-configured timeouts respond with this code.
