the radio group for "sanity review" in the change review page should be folded by default, to reduce the risk of people incorrectly believing they should use it for anything else than consciously overriding the bot case-by-case.

this should be solved generically by giving each review category a "folded" bool. the folding code itself can be stolen from the change overview page (pachsets and dependencies can be folded).
