[OpenNebula] Occasional problem launching virtual machine / agent

Occasionally we are unable to either launch the virtual machine or connect to the agent inside it. The error message is the failure of not being able to repeatedly launch the agent, which is not specific enough yet. It would seem that this is connected to the load somehow.

More information about what error exactly it is (hardware timeout or agent startup) to be added.

Reliability on the VM/agent launch is critical to a smooth transition.
