QSystemNetworkInfo::cellId validity

      QSystemNetworkInfo::cellId gives the current cellid in which the device is in.
      However, this information may not be accurate if there is a device is moving or if the device is in the conflict region.
      So, an additional parameter which can say whether the cell id is valid is needed.
