Qt Mobility feedback (stub) plugin for desktop environments

Due to lack of feedback plugin on desktop environments, developers are unable to run code that makes use of Qt Mobility feedback on those environments. Desktop plugin does not have to actually do anything per se, but having it in place will make things easier for developers.
