add vector map API

A vector map type will allow for better looking map presentation, potentially less connectivity burden, and better annotation of the map for purposes of overlay, etc. Such an API would have the ability to expose vector representations of the data in addition to rendering vector data, such that individual elements can be manipulated. For example, being able to highlight a route by changing the weight of the elements.
