Qt mobility build breaks because of absence of libbluez headers

We need a config.test to detect the bluetooth headers, and handle their absence gracefully.

Building from 1.0 branch as of b3602839acf245d3f1e2b9f1141cd43624355b00 after configuring simply results in mid compilation failure due to absence of said header.
