Service which is assumed to be run all the time is restarted when client is connected

A service can be configured to be started in device startup. It sounds logical to think that this kind of service is assumed to be run all the time in the backgroud and NOT to be running only when client app is running. However, at least QtMobility 1.1.2 and Symbian Anna case the service is restarted every time when client app connects to that service. In my case the service is using certain device resources and housekeeping of those becomes hard because of this restarting. If the service was only tied to some client app restarting wouldn't be a big issue, but as it is expected to run all the time this restarting is not acceptable and hence I consider this as a bug.
