The users of the API must be able to insert new galleries and their properties i.e. publish their data for the consumption by other clients.
The users of the API must be notified about availability of the new galleries if they choose to listen to the notifications and react to them.

Concrete use case:
Email application would publish its data as name/value pairs, like sender(s), cc, bcc, flags etc.
