"Restrict visibility" option no longer shown when adding a comment

Previously, I could control which groups could see a given comment, as shown here. This option is no longer shown.

I would like to add a comment which I do not wish to be public. Has this option been intentionally disabled, to force such comments to be made in internal JIRA instead?
