Teach 'binarycreator' and 'repogen' to repack packages from repository

This will implement the following workflow:

• Compression and storage of packages in the repository on a remote server;
• Updating and testing of components by testers via online installer;
• Creation of offline installers with tested packets from a remote server.

We can also prune big repository with many the old archives inaccessible.
For example I try it to prune QtSDK windows_x86 repository and compress he from ~96Gb to ~29Gb.
