inconsistency in language selection between component description and other translations

The selection of the translation files (qt translation and installer translation) is based on the ui languages, whereas the selection of the translated description tag of the component is based on the locale name.

In a Windows with english UI and french locale, I have the installer in english with the component descriptions in french.
