MaintenanceTool hangs when selecting 'update components' with VPN connected

      The following was reported from from LTS manual testing:
       
      When I select update component on Maintenance tool, after fetching install update information it goes into not responding. This is only on Windows 10 with VPN connected. After going into not responding state, the maintenance tool crashes.
       
      This is reproduced mostly every time, only a few times the tool ran without this issue
