Installer fails to create resource file when installing to admin folder

Installer writes installerResource folder to install dir which contains information about the files per package. This is needed when updating or uninstalling a component so that installer knows which files should be removed when doing uninstall/update.
When installing to a folder which needs admin rights installer is not able to create the folders correctly.
