Set @ApplicationsDirUser@ to user's appdata folder on Windows

The value of @ApplicationsDirUser@ on Windows evaluates to C:\Program Files. I think it may make sense to change it to something like %appdata%@ProductName@ so that IFW installers can do a local install as made popular^{[citation needed]} by such applications as Google Chrome.

This change could possibly lead to a check box in the installer that could be shown to allow the user to select a local or global install, but that's an issue for another day.
