Duplicate <PackageUpdate> entries for some components when creating offline installer

      Steps to reproduce:

      • ./qt-unified-linux-x86_64-4.1.0-online.run create-offline qt.qt5.5152.gcc_64

      • Dump the binary contents to a folder with devtool
      • Check ./metadata/Updates.xml, the <PackageUpdate> elements for qt.license.embedded and qt.license.automation are to be found twice, with different versions. However the right one is picked when installing and the assembled metadata matches the (newer) component version.
