Only English listed in languages in Creator UI

      Install Qt 6.4.2 and Creator 9.0.1, open Edit->Preferences->Environment->Interface dialog and see the items in the dropdown menu Language.

      Only English and <system language> listed, previously there were multiple different languagues.

      Reproduces in virtual machines which doesn't have any prior Creator settings.

      Is there some new configuration steps needed to list the languages?
