[Reg 8 -> 9.0] High CPU Usage by QEventLoop::processEvents()

Windows: QWindowsGuiEventDispatcher::processEvents() function is looping in the main UI thread, so the CPU's usage is always >= 7%.

MacOS (Apple M1 Air): it's constantly using one CPU core by 99%.
