Copying shared -> user file causes failure when opening the project

Hi,

I have a pro.shared file with FileVersion = 12.

If I copy (or rename) this file to pro.user (then I have identical shared and user files or only an outdated user file), when I open the project I see an error message:

No valid settings file could be found.
All settings files found in directory "F:\Project" were either too new or too old to be read.
