Qt Creator fails with non-admin account

Qt Creator fails with non-admin account
Steps to reproduce / test case
1) install as admin
2) try to use as non-admin user: there is a menue entry, a desktop shortcut and qt creator starts fine, but the following things fails:
qmake not found - looking at extras/options/qt there is no qt version, can be fixed there
mingw not found - as above
no help available - no idea how to fix

this makes qt creator for anybody else not useable
