[REG 3.3 -> 3.4] "Apply" does not add debugger

      1. Go to "Tools" -> "Options..." -> "Build & Run" -> "Kits".
      2. Select a kit.
      3. See which debuggers are available in the combo box.
      4. Go to "Debuggers" tab.
      5. Add a new debugger.
      6. Click "Apply".
      7. Go back to "Kits" tab.
      8. Select a kit.
      9. See which debuggers are available in the combo box now.
        The new debugger is missing.

      After clicking "Apply", the new debugger should be available in the "Kits" tab. This used to work in Creator 3.3.
