Qt module -tools package has both compile time and runtime tools

Some Qt modules (such as QtDeclarative) produce both compile time and runtime tools, but all of them are currently packaged into same *-tools package which is not included in the image. Runtime tools should included by default, but the compile tools are usually not needed.
