Allow single key shortcuts without modifiers with input methods

Currently single key shortcuts don't work with complex input methods with xcb + ibus at least. The key event is pushed directly to ibus. This could probably be changed so that it tries for shortcut first and if that is not accepted, sends it to ibus.
