Expose more resource limits from QRhi

Besides things like the maximum texture size, there are other limits that may be interesting to QRhi users. For example, the maximum workgroup size and invocations for compute. (the minimum value for these is probably 128 which is not sufficient for the two compute manual tests - check this too)

Look into what else we would want to expose for graphics.
