WebGL streaming platform plugin not compatible with OpenGL-on-QRhi rendering path

The webgl plugin does not work with rhi+OpenGL at all. This is because the overly naive implementation in the plugin (that used to work when Qt Quick was using OpenGL directly). Offscreen surface support needs to be enhanced in the plugin.
