UNICODE U+E000 to U+E07F are blocked/filtered

Qt blocks the direct keyboard entry of UNICODE characters in the range U+E000 to U+E07F.  I think that this is the same issue  as is mentioned in this bug.  If this should be a separate bug, let me know and I will try to create a new one. I am not familiar with this system.  I found this problem when using applications in Debian 9 Stretch, specifically TexMaker and TeXstudio.   The bug does not appear in Gummi (also a LaTeX editing application).  I contacted the maintainer for TeXStudio who told me that it is probably a Qt bug.  I should also mention that I can cut and paste characters from the UNICODE range, but I cannot enter them directly from the keyboard.  You can get that keyboard from here: http://freetengwar.sourceforge.net/keylayouts.html
