.js files are replaced with empty files in release builds without QML and with WebEngine

      Linked with https://bugreports.qt.io/browse/QTBUG-73669 but not the same.

      If project uses WebEngine and has .js files in resources, all .js files are replaced with empty files in release builds. Debug builds are not affected.
