Enable RTA smoke test auto triggering for completed online repobuild

Unify online repo builds so that RTA smoke tests can be triggered automatically. Offline installers had possibility to add rta_key_list: [RTA_jenkins_job_name] packaging confs so which would trigger RTA when installer has been updated. Now there is multiple confs for updating the online content so rta_key_list can not be used because it's unclear which of the build is finished last.
