Symbian: Create mbm and mif image plugins for Qt

Create image plugins for Qt to allow applications to use QImage to decode (Symbian specific) formats - mbm and mif.

Restrictions may be necessary (eg. selecting rasterisation size for a MIF image, selecting which image from an MBM file) when loading. Needs investigation.
