[REG: 5.8->5.9]: Designer freezes if selected action has icon

If action has an icon set and it is chosen, Designer freezes.

Steps to reproduce:

• Open Designer
• Create new Main Window template
• Open Action Editor
• Add new action and choose icon for the action
• [EXPECTED]: Action is added
• [ACTUAL]: Designer freezes
