Support buffer scale factor for surfaces

To support providing high resolution content on high-dpi displays, clients can supply buffers larger than the surface size. To communicate to the compositor that it should not scale the contents, they can set the buffer scale factor.

Support for this is still missing in the Qt Wayland Compositor API.
