Regression: macdeployqt doesn't deploy framework plugins

In the 5.5.0 beta, when I run macdeployqt I do not get the plugins for the frameworks copied. For example the various sqldriver plugins are not copied, bearer, audio etc.

The imageformat, platforms and printsupport plugins are copied OK however.

The linked frameworks are the same. I've attached logs showing otool for each before macdeployqt, and the verbose output from macdeployqt.

This is a show-stopper.
