[OS X]: When resizing a window containing a fixed width QTextEdit then there is a lot of flicker as the text relayouts constantly

[OS X]: When resizing a window containing a fixed width QTextEdit then there is a lot of flicker as the text relayouts constantly. This was fine on Windows but not on OS X.

[iOS]: The issue is reproducible by using textedit example on iOS.
Run the example on a device, write something at the bottom of the editing area to trigger scrollbar, futher move the scrollbar up or down.
Observe the above issues.
