Links from Qt Creator Manual to Qt Reference Documentation are broken

When you build the documentation, QDoc looks for Qt classes and QML types and for \l link targets in the .index files for Qt modules. Therefore, the Qt module docs must be built and the .index files for the linked modules must exist when Qt Creator Manual is built.

The .index files can be stripped from the packages only after the Qt Creator Manual has been built.
