QNetworkConfiguration: add new state for limited connectivity (for e.g. captive portals)

E.g. BlackBerry has a special state for captive portals (ip_ok will be "error_internet_blocked" instead of "yes"), which might be useful for apps, so they can display a warning about connectivity or so.
