Cannot drag widgets onto a new form in Designer

Start Designer, create new Form (e.g. Widgets).
Try to drag a widget onto the form.

Result: The selected widget is shown as I drag it towards the form, but on mouse release on top of the form, it just slides back to the "Widget Box", and the form remains blank.
