Dock widgets don't work properly in WSLg

This could be WSLg bug and maybe it has nothing to do with Qt.

Undocked widget does not respond to user input (move,resize) and cannot be docked again.

Both X11 and Wayland modes have similar issue, but In Wayland case it is possible to undock from the button (dragging out does not work properly) and it responds to user input, however, window flags are not right in that case.
