Implement fractional scale extension in Qt Wayland Compositor

https://codereview.qt-project.org/c/qt/qtwayland/+/420041 implements the recently added fractional_scale_v1 protocol on the client side. It could be useful to support this on the compositor side as well, and would probably not be too much work.
