Add opt-in mechanism to disable QAtomic* classes

Just like QT_NO_FOREACH for Q_FOREACH, add a QT_NO_QATOMIC to hide the definition of QAtomic* classes. Then make one module after the next use it, finally make it the default for Qt modules and tools.
