Individual palette visibility configuration is confusing

View: Selecting what panels are shown behaves in a weird fashion. Selection is sometimes for groups, not individuals. Opens and closes them all (basic + project, action + inspector) Visibility of individual palettes should be configurable NOT a whole panel (group).

For now, remove the visibility configuration completely.
