Issues with moving/docking toolbar

A couple of issues related to moving the toolbars.

As an example I am trying to move the playback control toolbar.

1. It is possible for me to dock the toolbar in places I think it should not be dockable. At least on the left side of the Slide Palette and on the right side of the Project/Basic Object Palettes.
2. If I grab the playback control toolbar and drag it to the right it starts to overlap the toolbar located in that area and it appears another (half) button on the overlapped toolbar, this button has no function as it seems. (Duplicate to QT3DS-273)
