[UX Design] Define arrow key behavior in timeline palette

If an item is selected in timeline, expectation is to be able to navigate the timeline using keyboard arrow keys with potentially combination of other keys. The behaviour of keyboard navigation needs to be defined for both the tree view part of the timeline and the animation palette part of the timeline.
