Clicking active Rotate Current Selection button should not cause reaction in the button

When user enables rotate button and presses same button again, it appears as if it goes off for 1 sec and then goes on again.

1. Click Rotate Current Selection
2. Try to close Rotate Current Selection

      -> Rotate Current Selection is active again.

The functionality is correct, it shouldn't go off. However, the button should not visually react to the button press in any way in this case.
