Qt Saferenderer static text support

      It must be possible to render static text in Qt Safe Renderer.

      Text areas are renderer in build time and handled in same way as the telltale bitmaps.

       

      DoD: static text support is implemented according to software design and all patches are reviewed & approved in code review
