Improve FlexeLint suppression rules to easy checks with compiler libraries

During studying, how I/O and compiler libraries generally should be handled in MISRA C++ 2008 Rules it became apparent that current co-gcc.lnt and au-misra-cpp.lnt rulesets for some reason complain way too much about compiler standard libraries. The errors, warnings and notes from compiler libraries make it difficult to find the genuine rule breaking in the SafeRenderer code.

Effort to configure FlexeLint better is required.
