Update safety manual that source code build is optional

As the safe renderer binaries are now installed from the online installer and there is no necessary to build the QSR from the sources.

However, we should add a disclaimer the default adaptation for QNX is Screen which is not suitable for creating safety product (QNX Screen is QM=quality maintained not ASIL).
