Remove circular dependencies and separate certification project from development

Now there are circular dependencies in the documents and tests. 

Remove those. Make a proper work breakdown structure (probably confluence template exists for that purpose) and identify the dependencies. Use PERT technique at need.

And consider also using the Lichtenberg estimation method. The spreadsheet can be embedded into confluence page. Ultimate solution would be to use Jira log work function in conjunction with that 

And separate the development, releasing and certification clearly to remove the temporary dependencies.
