Put release notes in Design Studio in a pop-up on first time open

For new releases, we should have a pop-up just like the telemetric pop-up that is the same as our blog post of the change log/release notes.  Put a little checkbox in the bottom that says "show this every time" and users can turn it off after they see it.  

It looks unorganized to have a release as big as 4.0 not have any pop-up to say "Hey look we changed everything".
